Federal Court

Virginia State Court System

There are several types of Courts under the Virginia State Court System where Mr. Felty can represent you. They are as follows:

  • Juvenile and Domestic Relations District Court: Mr. Felty regularly practices in the Juvenile and Domestic Relations (J&DR) Courts in the City of Bristol, Washington County (Abingdon) and Smyth County (Marion).  In addition to a host of Civil cases, this Court handles all Juvenile criminal cases and also serious adult criminal cases that involve family members or children as victims. Mr. Felty has over 10 years of experience handling the most serious of cases in each of these J&DR Courts.


  • General District Court: Mr. Felty likewise practices in the General District Courts (GDC) in the City of Bristol, and Washington & Smyth Counties. This Court typically handles traffic and misdemeanor criminal matters. This Court will also conduct Preliminary Hearings (or probable cause hearings) on felony matters that are charged by “Warrant.” If probable cause is found, the matter is “certified” to the next term of the Grand Jury, where an “Indictment” is issued.  Further proceedings will then be had in Circuit Court.  Mr. Felty has handled thousands of cases in General District Court ranging from simple traffic matters to complex murder cases.


  • Circuit Court:  Mr. Felty practices regularly in the Circuit Courts of Bristol, Washington County and Smyth County as well.  This Court, in addition to a host of Civil Matters, handles the resolution of all Felony Criminal matters, as well as misdemeanors in certain cases.  This is the Court where a right to a “Trial by Jury” is implemented.  In Virginia, historically, most cases do not go to a jury but will resolve by agreement prior to the date set for jury trial.  However, having an attorney with experience who is willing to go to trial if necessary, is crucial in achieving good results.  Mr. Felty has been litigating cases and achieving good results for his clients for over 14 years.
